Climate change is not a phenomenon limited solely to certain parts of the world. It is ubiquitous and has an impact on all geographical regions, North and South alike, bringing disasters and catastrophes in its wake and necessitating profound changes in lifestyles across the globe.
International, continental and regional cooperation within the framework of the United Nations Convention on Climate Change (UNCCC) is of paramount importance. Drawing on the recommendations of the Intergovernmental Panel on Climate Change (IPCC), steps must be taken to solve the problems of population growth, combat the scarcity of food and eradicate poverty, thus paving the way towards sustainable development.
On behalf of CoNGO (Conference of NGOs in Consultative Status with the United Nations), we urge those Member States signatory to the UNCCC to contribute to the implementation of the Paris Agreement by taking binding decisions on :
*Ensuring the full transparency of all programmes for the mitigation of, and adaptation to, climate change and the pursuit of open and accountable policies that are acceptable to society – and hence effective;
* Involving the general public, in particular NGOs, in drafting, planning, implementing and monitoring the actions agreed upon;
*Ensuring the comparability of the outcomes of those actions;
* Maintaining consistency of programmes and action plans based solely on scientifically substantiated changes;
* Reviewing – on a regular basis and with full participation of representatives of all strata of society – the mechanisms used to apply research findings and underpin societal change ;
*Promoting close cooperation with neighbouring countries and regions in the fields of transport/traffic infrastructure, land use, river management, agriculture and transboundary pollution.
Statement of the Chairperson of the Vienna NGO Committee on Sustainable Development:
Urban Development towards Sustainable Cities
The number of people living on the planet is rising constantly and this growing population is moving more and more into cities. While at present about 60 % of the world’s population live in cities it is estimated that this number will rise further.
Therefore urban development is of paramount importance for achieving the Sustainable Development Goals of UN’s 2030 Agenda.
The member organisations of the Vienna NGO Committee on Sustainable Development discussed criteria and prerequisites for sustainable urban development and suggest to the General Assembly of CoNGO to take up this issue on a wider scale.
We propose there, that member organization of CoNGO and the CoNGO NGO committees should take up opportunities to plan/and or take part in projects and activities directed to urban development linked to the SDGs and monitor governments and the UN.
Such a commitment of civil society can underpin not only obtaining the SDGs, but also strengthen the awareness of the urban population.
In order to start such a world-wide project we would organise a WEBINAR for CoNGO members, presenting the results of our discussion and initiating more in-depth discussions.
